Notice of Race

1. Organization Authority The regatta will be hosted by the Royal Nova Scotia Yacht Squadron (RNSYS) Halifax, Nova Scotia in conjunction with the Canadian Yachting Association (CYA).
2. Rules 2.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 2.2. The Prescriptions of the CYA will apply and will be posted on the official Notice Board. 2.3. The Preamble to Part 4 and rule 40.1 is changed to require adequate personal buoyancy to be worn at all times while afloat, except when changing clothing. 2.4. If there is a conflict between languages the English text will take precedence.
3. Advertising Advertising will be restricted to Category A for all classes except Laser and Laser Radial which shall be Category C.
4. Eligibility and Entry 4.1. The Organizing Authority reserves the right to restrict class entry. A class must have a minimum of ten boats from three Canadian provinces. 4.2. The Youth National Championship Regatta will be open to all Canadian citizens or landed immigrants permanently residing in Canada and must be members of a CYA recognized club or affiliate. All sailors must present proof of age, CYA membership card, waivers and medical release forms signed by a parent or legal guardian at the Registration Check-in Desk. (The age of majority in N.S. is 19) 4.3. The following classes are open to sailors born in 1990 or later: Laser Male Laser Radial Male Laser Radial Female 29er Open Club 420 (with spinnaker) Open 4.4. The following classes are open to sailors born in 1992 or later: Laser 4.7 Open Byte CII Open 4.5. The Youth National Championship Regatta will be a qualifier event for the 2009 National Youth Sailing Team as announced and administered by the CYA. 4.6. All Registrants are required to sign at registration an acknowledgement that they have read and will abide by the CYA Youth Code of Conduct throughout these events found at: www.sailing.ca/youth/documents/YouthCodeofConduct.pdf 4.7. All coaches are required to sign at registration an acknowledgement that they have read and will abide by the CYA Coaches Code of Conduct which can be found at: www.sailing.ca/training/coaches/documents/CoachesCodeofConduct.pdf. 4.8. Eligible boats shall enter by completing the registration form and paying the registration fee via the regatta website by July 31, 2008. Registration forms and information will be available on the regatta website www.2008cyanationals.com. 4.9. Entries after July 31, 2008 will not be accepted.
5. Fees 5.1. On or before July 11, 2008 (Early registration) Single Handed $ 180 Double Handed $ 270 5.2. Between July 11-31, 2008 (Late Registration) Single Handed $ 225 Double Handed $ 340
6. Schedule 6.1. Registration. The registration check in desk will be open August 7th and 8th between the hours of 0900 and 1800. 6.2. Entry fee for Regatta & Clinic will include breakfast, on water lunches and two evening meals. Details to follow. Other special events will be announced.
7. Number of races All Classes except 29er Maximum 12 Races 29er Maximum 16 Races
8. Measurement 8.1. Boats entered in the Youth National Championship Regatta may be subject to measurement. The class measurement rules will be in effect. 8.2. Duplicate sail numbers will not be permitted between the Laser and Laser radial fleets. 8.3. Club 420 sail numbers will not be required to comply with class rules, but must meet the requirements of Rule G1.2. The Organizing authority may require duplicate sail numbers to be changed.
9. Safety 9.1 All boats are required to have a minimum 5 metre long by 7mm diameter floating line attached to the mast while afloat. Sheets or other rigging may not be substituted for this purpose. 9.2 All competitors are required to have a whistle attached to their PFD.
10. Sailing Instructions Official Sailing Instructions will be available at the Registration Check-in Desk.
11. Venue Racing will take place on the waters of Halifax Harbour. Course locations will be available in the Sailing Instructions.
12. Courses The courses to be sailed will be configurations appropriate for the class and sailing conditions.
13. Penalty System 13.1. For the 29er class rules 44.1 and 44.2 are changed so that only one turn, including a tack and a gybe, is required. 13.2. Appendix P will apply as changed by 12.3 and 12.4. 13.3. For the 29er class Rule P2.1 is changed by replacing "a Two-Turns penalty under Rule 44.2" by "a One-Turn penalty under Rule 44.2 as changed by NOR 12.1" 13.4. Rule P2.3 is deleted and Rule P2.2 is changed to: Subsequent protests: When a boat is protested subsequently during the series she may acknowledge her breach by immediately retiring from the race. If she fails to do so she shall be disqualified without a hearing and her score shall not be excluded.
14. Scoring 14.1. The Low Point System of Appendix A will apply. 14.2. Three races are required to constitute a series. 14.3. When fewer then 5 races have been completed, a boat's score for the regatta will be the sum of her total race scores. 14.4. When from 5-9 races have been completed, a boat's score for the regatta will be her total score less her worst score. 14.5. When 10 or more races have been completed, a boat's score for the regatta will be her total score less her two worst scores
15. Support Boats 15.1. Team leaders, coaches and other support personnel (including parents of competitors) intending to be on the water during the regatta shall register with the organizing authority and be identified on the water by a flag. The flag will be issued at the time of registration and shall be returned to the registration desk at the end of the regatta. 15.2. Support boats will be assigned a berth or mooring area for the duration of the regatta. Such berth or mooring is subject to the terms and conditions for all boats using RNSYS controlled facilities. 15.3. Penalties under NOR 14 shall be at the discretion of the jury.
16. Berthing 16.1. All boats shall be kept at the RNSYS. 16.2. Boats shall be kept in their assigned places in the harbour and/or boat park.
17. Launch Boats shall launch at their assigned ramps, under the direction of regatta staff.
18. Radio Communication A boat shall neither make radio transmissions while racing, nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
19. Prize
- CYA medallions will be awarded to the sailors of the top 3 finishing boats overall in each fleet
- Top male / top female crews will be recognized in Open / mixed fleets

20. Disclaimer of Liability 20.1. Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. 20.2. The Royal Nova Scotia Yacht Squadron and all other individuals and entities involved in the organization of this regatta shall accept no liability whatsoever for any injury, damage or loss or claim, whether personal or material, incurred or inflicted to participants before, during or after this regatta.
21. Insurance The competitor is responsible for ensuring that adequate third party coverage is in place for the event. The organizing authority does not accept any responsibility for verifying that a competitor is insured.
22. Rights to Use Name and Likeness In participating in an event, a competitor automatically grants to the Organizing Authority and the sponsors of the event, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproductions of him/her during the period of the competition in these events event in which the competitor participates and in all material related to the events without compensation.
23. Accommodations 23.1. The Royal Nova Scotia Yacht Squadron and event organizers will not be providing billeting options. Accommodation is available at Saint Mary's University Residence.
